There seem to be a whole lot of murders in the village of St. Mary Mead, where Miss Marple resides and also in every other village she happens to visit.

Cranford (2007)
The village of Cranford has a largely female population, doesn't like the idea of a railway very much and everyone seems to be in everyone's business. A really great cast of actors stars here and bring the village and it's characters vividly to life. No hint of any murders though.

The (fictional) rural county of Midsomer seems to be having a spree of murders. It's been 14 years, and the spree continues unabated.
Lark Rise to Candleford (2008)
Candleford village (again, it's fictional) is filled entirely with interesting characters.
Peter Kingdom has a law practice in the small town of Market Shipborough. Going by the amount of eccentrics living here, if I walked into an English village or small town today, I should probably be kept thoroughly entertained every day.

As an alternative, I could walk into a village with an eccentric doctor and be entertained every day. The rest of the villagers seem to be pretty normal, as TV villages go, despite the regular occurrence of rare diseases to keep the Doc occupied.
