Jim Hacker struggles against the Civil Service as he tries to do what he thinks is right. Sir Humphrey Appleby is the man making it difficult at every turn. He considers ministers as nothing but faces for the Civil Service to hide behind, while they do the important bit of running the country. Stuck in the middle of the battle is Bernard Woolley, a civil servant with split loyalties, he has to keep both sides happy whilst also making sure to do his job. Even when the Minister and Sir Humphrey move on to bigger and better things, they still find that their roles are as defined as ever.
