Husband of Megan Todd and co-owner of the antique shop in Collinsport. He was a victim of the Leviathans, and became the foster-father of Jeb Hawkes. Philip was blamed and arrested for the deaths of Paul Stoddard, Sheriff Davenport, and Lawrence Guthrie. While in jail, Philip was visited by the ghost of Peter Bradford, who told him he should kill Jeb for what he did to Megan. Philip Todd broke out of jail and tried to throw Jeb off of Widows Hill. He died when he went over the cliff after charging at him.

The junior partner of the law firm Garner and Garner, which Elizabeth Collins Stoddard used to conduct her legal affairs (92). He was the son of Richard Garner (92). He developed a romantic interest Victoria Winters and began seeing her. Frank also represented Roger Collins and Laura Collins when they decided to divorce.

When Burke Devlin returned to Collinsport in 1967, after having spent five years in prison for manslaughter from 1957-62, Bill suspected he'd come back to destroy the Collins family.

Bill made a deal with Burke, promising to clear him of his manslaughter charge ten years earlier if he promised to leave Elizabeth, Carolyn and David alone.

Burke agreed and Bill set about gathering evidence to prove that it was Roger who was driving the car that night. Finding Roger and Sam arguing at Sam's house, Bill later got Sam drunk at which point the artist admitted to being the only thing standing between Roger Collins and a prison sentence.

Bill was killed by Matthew Morgan, who believed that Bill was going to cause trouble for Elizabeth.

This man worked as the caretaker of Eagle Hill Cemetery in Collinsport, Maine, not five miles away from the fabled Collinwood. An overly superstitious man, he believed that a great evil lurked about the Collins family mausoleum.
