The Juri Ueno case is troublesome because you can't be certain if its a duplicate or if this user found another person by this name since they've entered no data or picture. So entries like this may just hang around forever, with user after user clicking on them to check if that's the case. Maybe there could be a requirement to enter some minimum amount of data when adding a person.
