I would Like to nominate Col. Hans Landa
from the movie Inglourious Basterds, portrayed by Christoph Waltz

As a member of the German Nazi forces he has earned himself the title "The Jew Hunter". Hans Lands doesn't care too much about the rules of his regime. It seems that he has only joined the SS to fulfil his own perverse tendencies. When Lt. Aldo Raine and the Basterds infiltrate the occupied France, he gains respect for their methods. But he will always follow his own ways.

Most Notorious Act:
He turns against his own leaders and doesn't stop the Basterds and Shosanna Dreyfus in their plans to burn down the cinema full of the most important Nazis in it (including Adolph Hitler, Joseph Goebbels and the war hero Frederick Zoller). This he does only for his private welth: in return he requests immunity for his crimes and murders and a Medal of Honor.

Edit: I would like to back Roy Batty from the Blade Runner.

Another Nomination: Le Chiffre
from the movie Casino Royale, portrayed by Mads Mikkelsen

Le Chiffre is banker for the world's terrorist organisations. His origin is unknown, but he seems to be an even greater menace than the terrorist leaders themselves. It is presumed that he was involved in the incidents of september 11, among other attacks and even profited from the attacks via stock speculation. He is highly intelligent and has held up his business undetected by the MI6 for many years. He likes to participate in challenging games like poker or chess. His only known weakness is an illness which causes him to weep blood.

Most Notorious Act:
Le Chiffre tortures James Bond by stripping him to a chair naked, ripping off the seating surface and whipping him in the testicles with a large knot of a thick rope.

A new nomination: Howard Payne

He is seemingly killed in an explosion when a S.W.A.T. team storms his hide-out and frees the hostages. But instead he is well-alive and plans to avenge himself upon the Police Officer Jack Traven who nearly killed him.

One More: The Zodiac
from the movie Zodiac, portrayed by various actors

The Zodiac is a serial killer that was acitve in the San Francisco Bay Area in the late 60s and early 70s. He attacked several young couples and murdered at least 5 people. The most conspicious actions of him are his letters to the leading San Francisco newspapers in which he confessed his crimes and even announced future murders. He is also known for including sophisticated codes in his letters which were enigmas that even the CIA could not solve on their own. The identity of the Zodiac killer has never been revealed, until today.

Most Notorious Act:
Threatening to attack a school bus and killing every child, one by one. This thread has induced that every school bus in San Francisco had to be escorted by the police for a considerable time.

Alex DeLarge from Clockwork Orange portrayed by Malcolm McDowell

In Clockwork Orange the most inovative movie of the 70's Alex DeLarge is one of the most famous villains in cinema of all time.Alex is portrayed as a sociopath who robs, rapes, and ultimately murders for his own amusement. Intellectually, he knows that this sort of behavior is wrong, saying that "you can't have a society with everybody behaving in my manner of the night." He professes to be somewhat puzzled by the motivations of those who wish to reform him and others like him, saying that he would never interfere with their desire to be good; it's just that he "goes to the other shop."He likes milk spiked with various stimulants ("milk plus") or hallucinogens ("synthemesc").Alex is very fond of classical music, particularly Beethoven, or, as he calls him, "lovely lovely Ludwig Van." While listening to this music, he fantasizes about endless rampages of torture and slaughter to the point of orgasm.
Most notorious act:When they perform experimental treatment on him and after the "success"he come back to the house he once comited a crime in.

New nomination: Edward Kendal Sheridan Lionheart from Theater of Blood portrayed by Vincent Price

Mr. Lionheart fakes his own death in order to carry out his personal vendetta against the Critic's Circle that slighted him. You see, he had run through an outstanding season of Shakespearean plays that should have earned him their top award for acting. The critics made the mistake, however, of giving the award to a younger actor that Lionheart felt was far less deserving than himself. Now he returns from the grave, catches them unaware, and dispatches them one by one by means similar to those in the Shakespearean plays he'd performed in. Each of his murders requires him to assume different guises in order to lure his victims into his clutches, and Vincent Price pulls each one off brilliantly in what is easily the best performance of his career.

Most notorious act: Tricking one of the critics into eating his own beloved pet poodles before killing him.

I didn't see Annie Wilkes from Misery mentioned -
so I nominate her -
like all great villains she was creepy and scary
but also funny and entertaining -
She is the self proclaimed 'Number one fan' of her favorite author Paul Shelden -
after rescuing him from a car accident she nurses him back to health in her home -
Annie becomes enraged when she finds out Sheldon killed off her favorite character in his 'Misery' books -
she proceeds to hold him prisoner and tortures him until he agrees to write another book bringing Misery back to life -
great movie in which Kathy Bates won an Oscar for her portrayal of Annie.

Worst act - smashing Paul Sheldon's ankles with a sledgehammer
and shooting the town sheriff in the back with a shotgun.

Backing:

Hannibal Lecter - Silence Of The Lambs
Alex Forrest - Fatal Attraction
Darth Vader - Star Wars
Hans Gruber - Die Hard
Max Cady - Cape Fear
Michael Myers - Halloween
Howard Payne - Speed
