to be fair the game lore seems to imply the police force is run by some kind of eldritch horror but you know what the lore is a mess so let's just not talk about that

This game has a good dissection on what often really makes up a so-called hero-- interesting stuff.

You could say Isaac is more of a "Am I the bad guy???" More introspective take on complicated feelings about morality and what it means to be heroic.

You're a crime lord fighting for control of the city but tbh it's pretty low-key. Still the characters are pretty snarky.
