Ok SOME comedies make me laugh, but they're usually mixed with another genre such as drama or crime.

Crazy, Stupid, Love (2011)
I was pleasantly surprised by this one. I can't remember one scene in particular that made me laugh but it definitely is a good comedy with a good cast.

Jack Sparrow, obviously. Also the monkey, Barbossa and a few secondary characters bring some comedic elements.

Pulp Fiction (1994)
Quentin Tarantino as Jimmy, that bad motherfucker Samuel L. Jackson, that moment when Butch goes back to his apartment and has an encounter with Vincent, Christopher Walken talking about the watch, the whole Marvin situation, the random conversations.

Reservoir Dogs (1992)
Well pretty much all Tarantino movies make me laugh because this guy just gets me! It's like he knows exactly what kind of movies appeal to me.
Inglourious Basterds (2009)
The creepy yet distinguished Col. Hans Landa, Brad Pitt as Lt. Aldo Raine, Brad Pitt trying to speak italian. Oh and all that violence! But it's NOT FUNNY in real life, only in movies, you shouldn't be violent!

That accountant is so annoying, which creates some pretty funny situations, espically with a guy like Robert DeNiro.

So bad it's hilarious
Paranormal Activity 4 (2012)
I'm actually pretty scared when I watch these movies. I keep anticipating something to happen but what's funny is after something actually happens, I feel so stupid and I laugh. Also, the ending is hilarious; all sorts of crazy things happen, the film ends and everybody starts laughing because it makes no sense.
The Birds (1963)
That moment when Tippi Hedren is riding back in the boat and a bird randomly attacks her! I'm laughing just thinking about it.
Now I'm NOT saying The Shining is a bad movie! It's a great film, just look at my rating. It's just that it isn't scary, it's mostly funny. Jack Nicholson sticking his face in the hole in the door, the wife's scared expression, that little kid with his 'friend'. I think the film is great at creating tension and a spooky mood.

I've only seen a few scenes...
...but they were quite funny and I will watch these films soon.
In general, I don't like comedy films because they just aren't funny. Here are a few films from different genres that actually made me laugh.
