Episode 22: Being Meltdown
The best kiss scene in any form of medium without a doubt. Two character, both an annoyance to each other, but also a sense that they're right for each other. The standout moment in a standout anime. Kurisu, Okabe...you've both been through hell since you two met, now share this moment.

The Breakfast Club (1985)
Some say that this will turn into an abusive relationship. I call bullshit. Sure, John Bender may be an asshole, but he's got Claire to remind that even with his awful life at home, he's got her to look forward to.

Episode 15: Those women longed for the touch of others' lips, and thus invited their kisses.
What do you get when you put a drunk woman putting herself down and her ex-boyfriend trying to stop it? A typical soap opera moment? It couldn't be further from that.

Creed (2015)
While Creed was filled with fantastic moment after fantastic moment, the best scene when Adonis just releaxed with his new girlfriend, Bianca. It's the quiet moment before and after the kiss that sells it.

FLCL (2000)
Episode 6: FLCLimax
So, how do you end a series that starts with a pink-haired woman zooming on a vespa knocking a middle-schooler with a guitar in the head and causing giant robots to coming out of it?!?!
By making me cry bittersweet tears at the thought of growing up.

Kissing is arguably the closest we humans will get to showing our full love for each other without dropping to the floor to fuck. Barely any of us know why we do it, but there's still something magical about doing it, or, in the case here, watching two great characters initiate it.
For this list, I'm going with mainly scenes played straight. Comedic scenes can be allowed if they involve romance and not for full-out comedy.
Be aware that there are a few spoilers for some of the selections.
