The rare and worn OZ Racing Vela (also called the Vela I and the Vela 1) wheels with four lugs for cars. I don't know its size. I could not find any other photo of this version.
They are real. Below the black bar with the "Alfa 145, 146", "LK 4/98" text, there is the "7 x 15" row. The Vela model is there.
"LK" means "Lochkreis" or "bolt circle diameter" in German. "4" means four lugs. "98" means that these lugs are evenly spaced along a circle with a diameter of 98 millimeters. "7×15" means that the wheel is 7 inches wide and has a diameter of 15 inches.
