The people with super powers are overseen by an Administrative Bureau who ask them for their help in certain situations. Two rogue super teens decide that the Bureau needs to be taken apart and it's up to 2 other teens in Kei and Misora to try and stop them. Also they want to resurrect a friend of theirs who died 2 years previously but no one in the town"
