The fighting system itself has been overhauled - instead of running into random encounters and being transported to a battle screen, the enemies are on the field and you fight them right there. The Active Dimension Battle system ditched random battles and replaced them with an unprecedented level of strategy and tactical planning. The License Board allowed players to master any skill set with whichever character "

"The first FF without battle transitions and random encounters. It was initially directed by Yasumo Matsumo of Final Fantasy Tactics and Vagrant Story fame, set in the same kingdom of Ivalice of the aforementioned games. It also has the license system of FFT."
