On the eve of the prohibition era, while the Mafia rules the city, a war without pity breaks out between rivaling gangs and a special police task force formed to take the mafia down. The player either takes place a gang leader right arm or of a federal agent. On the mafia side, he attempts murders, kidnappings or initiates raids to take control of the city.
