William "Bill" Foster (A.K.A D-Fens) is the main character of Falling Down (1993). He was a mentally unstable man who went on a rampage through the streets of Los Angeles using a bag of automatic weapons he stole from a gang member to physically correct the flaws he sees in society. Foster was played by Michael Douglas.
