백발도사와 흑발도사는 서로가 옳다고, 서로 잘났다고 하면서 묘한 싸움을 구름위에서 벌인다. 그러나 한참을 기와 묘를 다 동원하여 겨루어도 승부가 나지 않아 잠시 쉬기로 한고 대신 겨루어줄 영구와 맹구를 화선지에 그린다. 그것을 지상으로 흩날려 떨어뜨린다. 그림에서부터 빠져나가는 영구, 그 근처에 떨어진 맹구그림도 빠져나온다. 이 지상에서 드디어 영구와 맹구가 백발도사와 흑발도사와 같이 대결을 일삼는다.
