This is a trailer for COWBOY BEBOP: THE SONG REMAINS THE SAME, a feature-length "lost episode" adapted from the Cowboy Bebop PlayStation 2 game that was released in Japan in 2005 (but never in the US). This fansub premiered at FanimeCon 2008 (San Jose, CA).
