Heng Sha is an island city just off of the coast of Shanghai, China. The island is the silicon valley of human augmentation and cybernetics technology and features a dual-tier design. The upper and lower cities are separated by an enormous structure called the Pangu, which lower city residents often call the "roof".
Contrary to popular belief, the socioeconomic disparity between the top and bottom tiers is not so great as the cultural differences. The upper city is primarily composed of universities and new offices, while the lower city offers vibrant night life as well as the original office buildings of many of the augmentation companies. The city is primarily under the control of Tai Young Medical, the primary employer in Heng Sha, and is policed by Belltower Security, instead of the state.
