1. How to unlock Deidara - In order to unlock Deidara you must complete Sidequest 2 - Instead of going South to find Sai, go East, then North-West to find Shino. He will give you Sidequest 2. Complete it to unlock Deidara.
2. How to unlock Four Tail Kyuubi Naruto - In order to unlock Four Tail Kyuubi Naruto, you must clear all 30 floors of Exploration Mode with all 10 characters on the normal difficulty level.
3. How to unlock Hoshigaki Kisame - In order to unlock Hoshigaki Kisame, you must complete Sidequest 1. In order to activate Sidequest 1 talk to Uchiha Itachi.
4. How to unlock Jiraiya - In order to unlock Jiraiya, you must beat the Story Mode once.
5. How to unlock Kabuto - To unlock Kabuto you must win 15 battles in Survival Mode.
6. How to unlock Legendary Sannin - To unlock Legendary Sannin you must win 15 battles in Survival Mode.
7. How to unlock Non-Shippuden Characters - To unlock Non-Shippuden characters you must win 15 battles in Survival Mode on the Hard difficulty.
8. How to unlock One Tail Kyuubi Naruto - In order to unlock One Tail Kyuubi Naruto you must complete the Story Mode on Hard difficulty.
9. How to unlock Sasuke(s) - To unlock Sasuke(s) you must beat the Story Mode on any difficulty setting.
10. How to unlock True Form Sasori - In order to unlock True Form Sasori, you must complete Sidequest 2. For how to do that see unlokcing Deidara above.
11. How to unlock Tsunade - To unlock Tsunade you have to beat the Story Mode once.
12. How to unlock Uchiha Itachi - In order to unlock Uchiha Itachi you must complete Sidequest 1. But instead of going South in Story Mode to find Sai, go East to do the sidequest.
