Why can't I view the pictures?

I tried uploading a few pictures and afterwards, when I was viewing them, they only appear as an "can't be seen" icon, and also if you try viewing them in a new tab, the message "Connection refused" pops up. It also happens to others that weren't uploaded by me. What's the problem?
