According to IMDb's definition, a "short film" is a film with runtime less than 45 mins., while a "feature film" is 45 minutes or over.
They are types of films, not TV.
When you add a movie to IMDb, you have to select the "Title Type", then the "Sub-type":
In IMDb's form Adding a new title, you're first asked to pick a Type:
Type
Film (feature/short/documentary/etc)
Made for TV (series/mini-series/special/TV movie)
Made for Video
Video Game
If you select "Film",
then you'll be also asked to specify the Sub-type
Sub-type
feature length (45 mins or over)
short subject (less than 45 mins)
If you select Type: "Made for TV", instead, you'll be presented with different Sub-types:
TV-series
TV mini-series
TV movie
TV special
unaired TV pilot
