Tag ban? (Massachusetts)

I noticed that Massachusetts is disallowed as a tag. I figured maybe it was just accidently added to a ban list or something. Then, I noticed that even if the word Massachusetts is in the tag (i.e. University of...) it does not "take".

Any idea why?
