New rearrange page

There is now a new version of the list rearrange page which I hope will solve a lot of the issues with the previous version, especially for people with large number of sections in lists. Some of the changes:

- New expand all and collapse all options
- Will now save collapsed state so if you refresh it will stay the same
- It is now possible to drag items into the collapsed sections

There still seems to be an issue with larger lists. Too many scripts are running on the page preventing me from being able to move items, even after collapsing. Also for larger lists could it be possible to be able to move to a certain selected page? Say if I know an item is on page 32, it would be a nice feature to be able to automatically choose page 32. If I want to get to the last page of a 3600 item list I have to hit the next page button 72 times on the old one. The beta list page makes it even more difficult. It only allows me to load more items which means I'll have display all 3600 items at once.

Having said all of the that the collapsible option is a huge improvement over the previous method.
