Need help identifying a movie lol

So when I was little, probably 5 or 6, I watched a movie. And I VAGUELY remember it. But it has bothered me for my whole life. I watched it with my parents but they don't remember watching it.
The only thing I remember about the movie is that I want to say the main character is blonde.

And it's about this lake or river or something... and these bad guys throw the people into the lake/river and then their "bad side" or like a clone of them or something comes out and .... that's about it. But it is bugging me SO BAD. Sorry I don't remember more :/ Can you help maybe??

When was the movie made? If you remember a time frame and can decide on some keywords you could search through imdb's database. Then again I tried that for my own Movie Mystery and failed, probably because I can't find the right keywords.

I'll use this topic to ask about a movie too, instead of creating a new one.

It's a 1970s-80s movie about a brother and a sister with some powers (telekinesis is one of them/the one) - teenagers, I think (I was a kid then so my perception of age is not trustworthy). She is the main character or at least had the most screen time from what I remember, and the brother is somewhere away but trying to contact her. The people around the sister try to prevent it because he is... evil, I think. I remember a scene after she discovers her own powers, she is at a table with a woman who takes care of her/is her therapist(?) and she makes the woman bleed. Oh, and their eyes shine when they use their powers, possibly blue?

It's not Village Of The Damned. The characters are older and there's just 2 of them. Oh well, it's probably some obscure movie, but it really bugs me because I'd like to see it again.
