I've tried so many but they either hang or don't work!

Windows Movie Maker.

Seriously, I use Premiere Pro CS5 and it is working perfectly for me. But you need a good computer as well, really.

Depends on what you're editing. Womble is a great entry-level editor for fanedits, music videos etc. from DVD source.

I use Sony Vegas 10 Pro, and are perfectly happy with it.
