Making Item recommendations for other members

Settings, I see one of the options to get an email update for is when someone 'adds a item recommendation,' but I don't see links to do this anywhere, whether for a Friend or any listal member. Searching the forum, I see it was being used a year ago. Does it still exist, and where can I find it?

The closest thing I could find is on other members' pages like

tom.listal.com/movies

under Custom Lists, there's a link to 'Create new list.' I'm hesitant to try this out. Would this actually add a custom list for another member that could be titled, described, and composed of anything and be indistinguishable from a list they themselves created?

For item recommendation all you have to do is click on 'Recommend item' on any item page, this will just create a comment on the persons profile.

The create a list link just goes a page where you can create a list (in your name)
