How to Switch from Private/Semi-Private/Public?

I can not figure out how to switch a list from public to private and vice versa. Any help is appreciated, thank you.

Click edit on your list, then scroll down. You find the options you want under "List visibility". You have a choice of;

Public - Select if your list should appear in public areas and you think it would be interesting to other members.

Semi public - List will only appear on your profile page but can be accessed by anyone.

Private - Will not be listed anywhere and cannot be accessed by other members.

Just click the option you want - button on the left.

Is there a reason why not all of my lists have the "List Visibility" option?

I'm not sure whether this is your problem or not, but favorites lists are automatically semi-private, because does anybody really need those to be public? I have a couple of specific custom-made favorites lists that I've created and made public. You can do that if you want, just be sure to add something to it - like notes on your personal opinion of it or images - so that people will enjoy looking at it. =)
