How does promotion in front page work?

I see items with many votes, okay, but I also see items with just 2 votes. I don't understand...

Currently items get promoted with 3 votes then 7 vote increments after that. If you see a promoted item with 2 votes it's possible the third vote was voted by a member who deleted their account.
