Does anyone know the name of this movie?

Movie was made somewhere between years 2000-2005. It's about a teenage girl who argues a lot with her mother. When she's taking a phoenix-tattoo to her lower back her mother comes to the tattoo shop and stops it. Tattoo was half done. Mother sends her to her fathers to the country. There she has a crush on a country boy. I believe there's a scene where the girl and the boy are on a lake and the boy tells that the lake is full of cars and girl goes swimming in it.
There is also a scene where the girl helps her father and her new wife(?) to get the cows to safe while there's raining really hard, they use buckets to do that.
The movie is american but I can't remember any actors from it. Could someone please help me?
