How do you delete fictional characters?

I think only a moderator might be allowed to do it but maybe them can't do it either. In this case, only Tom (site owner/admin) can do it.

Yes, only Tom (site owner/admin) can delete pages or merge duplicates.
Anyhow, what character and for what reason?
