There have been previous efforts to only allow for ratings when a film has been released. That didn't work out very well and so nope there is no current way to block users from rating on items that are not officially released yet.

Honestly, even though it is indeed rather annoying, I still don't think it is really a big deal. Indeed, those 'users' usually rate very big movies which will eventually end up with maybe 500 ratings or even more so those 'fake' votes won't have much effect eventually. Until then, just ignore those ratings, that's what I do anyway.

Just message those people and tell them that they are fools. I've managed to get two(!!!!) people remove their rating by doing so!
