Try The List. It was compiled in an megatokyo irc channel. That's a pretty good list for anime suggestions. You're going to have to be more specific if you want manga recommendations since the list will be even longer.

try "death note" it's really awesome : )
also "samurai champloo" is really interesting, maybe "naruto" but it's really long (220 and antoher140 for the shipuden )
and "azumanga daioh" if you want comdey or if u want weird good stuff try "mushi-shi"

to narrow down on naruto viewing I suggest the first 80 episodes or so, then just skip all the way to the beginning of Shippuden. You won't miss anything important or all that good. Everything else is shit filler. That's right there was over 100 episodes of useless filler. Similar for the second part. I second Mushishi and Champloo.

I would also suggest you watch the best of three big shonen anime, One Piece. The art being more cartoony than the rest is no reason not to watch it. The least crappy reason you could have for not watching One Piece is you just don't like pirates. Otherwise, you'll just end up being an ass.

Yotsubato! - Its about a four year old girl and her adventures
Azumanga Daioh - I think the anime is better though
Skip beat - Probably one of the best all around manga around
Gokusen - Like GTO except the teacher is female and teaches a class full of delinquents
Speaking of which GTO
Yakitate Japan - one of the best baking manga around
School Rumble - Funny but some people think it loses steam towards the end. I happen to agree with that sentiment.
Yanki-Kun to Megane-Chan
Level E - the humor is a little dark in this one
Cromartie High School - it was so funny I stopped reading it
Excel Saga - Its funny but at the same time its kinda sad. You're laughing at some character's neuroses. it makes you feel dirty but you can't stop laughing
Love Hina - Romance comedy. Practically a classic
One Piece - probably why I have yet to get sick and tired of reading it is because it has some of the possibly funniest scenes ever read. Unlike other titles that shall remain nameless
Midori no Hibi - A story about a boy and a girl...on his arm
Lovely Complex - tall girl, short boy
Sayonara Zetsubo Sensei
Moyashimon
Samurai Champloo - Surprisingly good
Scott Pilgrim books - not manga but otherwise awesome
Air gear - more actiony than comedy
Hikkatsu! - wherein fixing things by hitting them is taken to the extreme
Pretty Maniacs - good luck finding it

Come to think of it, I'm not too well versed in horror manga, and the amount of horror anime is small. True horror atleast. Especially now that everything has to be moe.

The Push Man - flopped for easy consumption by trendy book reader people
The Kurosagi Corpse Delivery Service - Horror and comedy
The Grudge - yes even its manga incarnation is decent
Dragonhead - the first four or so volumes the three main characters are stuck in a subway tunnel with all everyone else having died.
The Hour of the Mice
lament of the Lamb - This one and the one above it aren't so much horror as they are just skin crawling
High School of the Dead - Assloads of fan service, but otherwise a proper zombie story. Very good
