Shady Sands

Shady Sands was the first capital of the New California Republic, and was one of the largest cities of the NCR and New California. It was also the largest known urban center built from scratch without using pre-War ruins as the foundation, boasting a population of over 3,000 inhabitants by 2241, and nearly 35,000 by 2281.
