"Nakatsu is an unhappy convenience-store clerk who is fed up with how the unruly and criminals are running the streets. The police are doing nothing about it. One night he comes across red-stocking-capped Toshida who has some cool gadgets and martial arts skills. Nakatsu suggests they team up to clean the streets at night. Soon they are joined by sexy schoolgirl Kaori and a middle-aged guy Kusaki who is armed with two hammers that come out of his sleeves. The media starts calling them "The Phanto"
