Manuel Mondragón was a Mexican general, a Secretary of War and the Navy, and a firearm designer. He was born in 1859. He supported the general Porfirio Díaz during the Mexican Revolution. He created the Saint-Chamond-Mondragón 75 mm howitzer in 1890 and the Mondragón semi-automatic rifle in 1904. In 1913, the general Victoriano Huerta expelled Manuel Mondragón from Mexico. He died in exile in San Sebastián (in Spain) on September 28, 1922. Carmen Mondragón (Nahui Olin) was Manuel Mondragón's daughter.

Note that the first semi-automatic rifle was actually created by Ferdinand Ritter von Mannlicher of Austria-Hungary in 1885. It was recoil-operated. The first gas-operated automatic rifle (it had two fire modes: semi-automatic and fully automatic) was created by Amerigo Cei-Rigotti of Italy in 1890, but Mondragón created the first gas-operated semi-automatic rifle (it could also function as a straight-pull bolt-action rifle by disengaging the bolt from the gas system with a switch). The first mass-produced semi-automatic rifle was the Winchester Model 1903 of the USA. It used the simple blowback operation. The Mondragón semi-automatic rifle was adopted by the Mexican Army in 1908 and by the Imperial German Air Service in 1915.
