Top Gear 3000 - Super famicom and SNES
For up to 4 players with multitap. It uses the DSP-4 special chip. It's a futuristic Top Gear that, in actuality, it's not that futuristic. Also, now it has weapons.
Top Gear 2 - Super famicom and SNES
Awesome OST, great gameplay, really good graphics, much variety and excellent multiplayer. This also added car damage to the equation. And it has split-screen, but in single-player it's now full-screen.

Top Gear - Super famicom and SNES
This is awesome in every level, with things like fuel consumption, nitro, a lot of variety, good graphics, awesome OST, good sense of speed, car tuning and split-screen support. The big downside of this game is always running in split-screen, even in single-player. The TG series also has a lot of variety, including tracks with rain, snow and at night. And there are 20 cars in the races!
Biker Mice from Mars - Super famicom and SNES
Based on the cartoon of the same name. And made by none other than Konami.
Nigel Mansell's World Championship Racing - Super famicom and SNES
This was made by Gremlin, the makers of Top Gear. It's the best F1 game on SNES, and it's just unfortunate this has no split-screen.
F-Zero - Super famicom and SNES
This seems to be the only 16-bit racing game with shortcuts in the tracks.

Newman Haas IndyCar featuring Nigel Mansell - Super famicom and SNES
Repetitive visually, this still plays well and has polygonal elements in the scenario (less than in the Genesis version, though). It's a sequel to Nigel Mansell's World Championship Racing, both were made by Gremlin, the devs behind both the Lotus and Top Gear series. This has split-screen.
Excitebike BS
Released exclusively on Japan in the Satellaview service, this is a sequel to the NES game Excitebike, but featuring Mario series characters.
Full Throttle Racing - Super famicom and SNES
This is a bit similar to both Super Hang-On and Road Rash on the Genesis, although definitely bad. It also has races in jetskis.
Super Mad Champ - Super Famicon
This bad game resembles anime and Road Rash. And each racer and motorcycle has a lifebar.
Speed Racer in My Most Dangerous Adventures - Super famicom and SNES
This is a gender-bender, with racing and platforming sections.
Stunt Race FX - Super famicom and SNES
Like Star Fox, this is a Super-FX chip game, which means it's polygonal, and it hasn't aged well.
