In order for a picture to qualify for this list, her underwear or whatever you call it has to be covered by pants. no skirts, dresses, one-piece swimsuits or bodysuits are considered to meet these qualifications and so even though they could cover her underwear, these items do not specifically cover her body in the way necessary, as they do not separate like pants to cover the legs individually to some degree, so yeah, that's some more explaining of what this list consists of.
