Voting button does not work on images

There are some images that write "Votes" and not "Vote" or "Voted", where you can't press the button to vote. Sometimes they even show that no one has voted, in some cases that 1-2 people have voted. What's going on? I've seen it happen to two people so far, one is Melissa O'Neil. Some examples follow:

The same thing shows up for me. I think you and I were blocked by this user (EizaLover).

you cant vote for pics or comment on them if the person who uploaded it blocked you. not surprised by the user (and their many accounts)
