Wang Chao is a black market salesman who acquires contraband for both the Chinatown tongs and the San Francisco police. Due to his connections and invaluable assets, he is able to travel freely throughout all of Chinatown and has even been known to act as a mediator between rival tongs.

Chao was very young when he crossed the salt. After his parents died in the Taiping Rebellion, he decided to move to America and make a fortune for himself. However, the captain of the ship to America instead sailed them to Cuba and sold Chao as a slave for 11 years before he escaped. Chao eventually made his way to San Francisco, where he managed to create a successful black market business and even have a child with a local woman named Claire.
