The first Minuteman to be reactivated. Nicknamed "The Rain", Victor Ray is the most professional of the Minutemen, and was left to his own devices before taking a more active role in the conflict between the Trust and Agent Graves.

Victor consistently shows complete control over his emotions and utter dedication to his work. He is a highly accurate shot, and notable among the Minutemen for his intelligence and tremendous precision in executing his missions.
