Evelyn Crawford is a spirited, gun-toting vigilante and an old friend of Dinah Lance from their time undercover at Penguin's Iceberg Lounge. Since then, she has appeared on several government watch lists. She was the first recruit of Black Canary's newly formed Birds of Prey. Starling is shown to be highly adept in both armed and unarmed combat, being seen taking out several thugs at once. She also displays improvisational skills and appears to be religious, worrying about her eternal soul and claiming that she had no idea where to even "start to confess a sin like this" when she drove her car through a church.

Starling was a new character introduced in DC Comic's New 52 relaunch in 2011. She was created by writer Duane Swierczynski and artist Jesus Saiz.
