Veronica Sinclair is an infamous criminal and fight club organizer known as Roulette. Never getting her hands dirty with any outlandish villainy, Roulette instead organizes illegal operations such as fights and races in order to slyly make a profit. Roulette was created by Geoff Johns and Rags Morales, first appearing in JSA Secret Files and Origins #2.
