Richard Henry Lee is a new officer at the San Francisco Police Department's Chinatown Squad. However, he was disliked by his Irish colleagues due to his family having fought for the Confederacy in the American Civil War. Despite being from the south, Lee is far more racially tolerant than his comrades, especially towards the growing Chinese community.

Lee was born to a wealthy family in Savannah, Georgia. After the American Civil War, a family of freed slaves came to live with Lee and his family to help manage their farm. Lee grew up with them and became close with their daughter, Nora. As Lee and Nora grew older, they developed a romantic relationship and started meeting in secret. After one of their hookups, Nora was attacked by his two cousins, who had been aware of Lee and Nora's relationship for some time. Nora struggled, but they killed her with a sickle. Lee killed both his cousins in retaliation, buried Nora, and fled town that night.
