Norman

Norman (Japanese: センリ Senri) is the Gym Leader of Petalburg City's Gym, known officially as the Petalburg Gym, and the father of the player in Pokémon Ruby, Sapphire, and Emerald. He is an expert of Normal-type Pokémon, and hands out the Balance Badge to any Trainer who defeats him.
