Kurutsu

Character from Ghost in the Shell: Arise series.
Lieutenant Colonel Kurutsu is the head of Unit 501, the firm who converted Motoko Kusanagi into a full cyborg, and who Kusanagi would have succeeded in the organization had she not joined Section 9 instead. Kurutsu herself gained the position of Unit 501's leader after the death of its previous leader, Lieutenant Colonel Mamuro.
