Dinah Lance is the mother of Laurel Lance, and Sara Lance, as well as the ex-wife of Quentin Lance. After Sara's death, she left her husband and her remaining daughter. However, 6 years later in 2013 she returned to make amends with her family and say to Laurel that Sara may still be alive. Dinah felt the most guilty for Sara's death as unlike her ex-husband or Laurel, she knew and eventually let Sara go with Oliver on the boat. Unlike Quentin or Laurel at the time, Dinah never blamed Oliver for Sara's death.
