Although the AV-98 Ingram is a revolutionary police-use patrol labor, developer Shinohara Heavy Industries isn't content to rest on its laurels. Shinohara begins work on the Ingram's successor, the AX-X0, codenamed "Zero." The Zero is based on combat data acquired from the Ingram's service with the Tokyo Metropolitan Police Department, but it represents a significant advancement over its predecessor. The Zero's design is focused on hand-to-hand combat, and it has enough raw power to pick up a labor with a single hand and rip it in half. Because the Zero is still in development, its weapon loadout has yet to be finalized, but it comes equipped with a large shield and anti-labor stun stick. The Zero is also equipped with Shinohara's new hyper operating system, the HOS, which increases labor efficiency by 30 percent. In 1999, the Tokyo police's Special Vehicles Section 2 deploys to the Ark factory to thwart a plan by Shinohara programmer Eiichi Hoba, who infected the HOS with a program to cause labors to go berserk. NYPD labor pilot Kanuka Clancy attempts to use the Zero to defend SV2 from berserk labors, but unfortunately the Zero succumbs to the HOS infection. Following the purge of the Ark's outer layers, Ingram pilot Noa Izumi is attacked by the berserk Zero. With Noa's unit damaged, she's forced to go on foot and use a shotgun to destroy the Zero's SRAM and put an end to its rampage.
