Anne Consigny commence au théâtre à neuf ans dans une pièce de Jean-Louis Barrault aux côtés de Geneviève Page3. Elle devient ensuite comédienne de théâtre pour Peter Brook et entre à la Comédie-Française où elle est pensionnaire3. Elle tourne ensuite pour le petit écran, et obtient, en 1984, son premier rôle au cinéma dans une adaptation portugaise du Soulier de satin de Paul Claudel réalisée par Manoel de Oliveira.
Anne Consigny sera absente au cinéma durant une vingtaine d'années mais également au théâtre, dans les années 19903. Elle interprète Madame la Présidente, rôle principal de L'État de Grâce. En décidant de ne pas se cantonner aux comédies dramatiques, elle joue dans la comédie Du jour au lendemain avec Benoît Poelvoorde en 2006 puis Anna M. en 2007. Dans le film d'Arnaud Desplechin, Un conte de Noël en 2008, elle incarne le personnage d'Elizabeth, l'égoïste sœur gâtée par sa mère qui bannit son frère de la famille. En 2009, elle obtient un premier rôle dans le film Bambou réalisé par Didier Bourdon, et l'un des rôles principaux du film d'Alain Resnais Les Herbes folles, aux côtés d'André Dussollier et Sabine Azéma.
