The 35-track OST that ships with the game is unfortunately missing many tracks from the actual game. This is one of them; it plays in the background while you're in Vizima after leaving White Orchard.
I extracted the sounds files directly from the game. Each track is made up of several layers on separate files. I used Audacity to merge the layers. The first half of this video plays the track with 2 layers, while the second half plays it with all 3 layers.
