Ayrton Senna's Super Monaco GP II - Sega Genesis and Mega Drive
By far the best formula one game of the 16-bit generation. Exclusive to the console. Great career mode, sense of realism, sense of speed and sound effects!
Lotus II - Sega Genesis and Mega Drive
Port of Lotus III from the Amiga PC, Lotus is the series that came before Top Gear. Unfortunately, this game doesn't allow both music and sound effects at the same time. A difference between this and Top Gear is that this alternates point-to-point, with circuit racing. TG also has no obstacles in the courses, like this does. Like Top Gear, this has a lot of variety in the races and the fuel consumption factors in. It has two modes, one racing against other cars and one racing against time (like OutRun). This even has a course generator, where you set some parameters and the game generates a track for you to run.
Micro Machines : Turbo Tournament 96 - Sega Genesis and Mega Drive
The best Micro Machines game, and launched exclusively in Europe exclusively for the Genesis. All Micro Machines games have multiplayer and this one is a j-cart, allowing for up to 8 players.
Top Gear 2 - Sega Genesis and Mega Drive
A port of Top Gear 2 from SNES and although it's not as good as the original, it's still quite good. The need for fuel was taken out from the game and it can't play music and sound effects at the same time; but the good gameplay and visual variety is top-notch.
Super Skidmarks - Sega Genesis and Mega Drive
One-screen (crazy) circuit racing. It's a j-cart with support to 6 players. A 16-meg cartridge.
Virtua Racing - Sega Genesis and Mega Drive
This is the only game to use the SVP chip from Sega to allow a very good port from this tridimensional racing game from the Sega arcades. Although it severely lacks content, it's still impressive, it even has different camera angles. A 16-meg cartridge.
F1: World Championship Edition - Sega Genesis and Mega Drive
Sequel to the F1 from Domark, using a smooth scaler with tridimensional objects. It even has split-screen! Unfortunately, it's visually repetitive. Although it features some quick weather effects rarely. A 16-meg cartridge.
Nigel Mansell's World Championship Racing - Sega Genesis and Mega Drive
Although not as good as its SNES counterpart, this is still a really good game. It's just unfortunate this has no split-screen. It's pretty varied visually for a formula 1 racing game, it even has some quick weather effects.
Formula One - Sega Genesis and Mega Drive
F1 from Domark, using a smooth scaler with tridimensional objects. It even has split-screen! Unfortunately, it's visually repetitive. Port from the Amiga and Atari ST game Vroom.
Micro Machines 2 : Turbo Tournament - Sega Genesis and Mega Drive
J-cart allowing for up to 8 players.
Newman Haas Indy Car featuring Nigel Mansell - Sega Genesis and Mega Drive
Using polygonal objects in the sides of the tracks, this is smooth, although repetitive visually. This has split-screen and allows you and one friend (or you and the CPU) to play the entire campaign as two racers on the same team. A 16-meg cartridge.
Mario Andretti Racing - Sega Genesis and Mega Drive
This one has three different types of cars: stock, sprint and indy. It also has different camera angles and good graphics. Too bad the gameplay is not that good, except for the indy modality, which is actually decent. Oh, it also has split-screen multiplayer. A 16-meg cartridge.
Kawasaki Super Bike Challenge - Sega Genesis and Mega Drive
This motorcycle game uses the polygonal engine from Domark. The engine is great, although visuals are repetitive in it. Motorcycle sounds are very good.
Nakajima Satoru Kanshuu F1 Super License - Sega Genesis and Mega Drive
One of those overhead racing games.

Unfortunately, this doesn't allow for music and SFX at the same time, so the announcer cuts the music when he talks.
Skitchin' - Sega Genesis and Mega Drive
Rollerskate racing using Road Rash engine. It even has a Tournament multiplayer mode. A 16-meg cartridge.

Combat Cars - Sega Genesis and Mega Drive
Overhead combat racing. In multiplayer, it can be played either competitively or cooperatively. It's the only 16-bit racer I've seen to have a city downtown circuit.
Micro Machines ★Military★ - Sega Genesis and Mega Drive
A combat Micro Machines. J-cart allowing for up to 8 players.
Championship Pro Am - Sega Genesis and Mega Drive
Racing with toy cars, but with top-down isometric vision unlike Micro Machines's overhead vision. It's a remake of an NES game.

Outrun 2019 - Sega Genesis and Mega Drive
Futuristic Outrun. In my opinion it's the best Outrun on the Genny. Its engine is awesome, the sense of speed is great and so are the visuals.
Lotus Turbo Challenge - Sega Genesis and Mega Drive
Port from Lotus II of the Amiga, made by Gremlin, the ones that would latter make Top Gear. This is checkpoint racing, similar to Outrun.
OutRun - Sega Genesis and Mega Drive
A port of the arcade game where you race against time to reach the checkpoints, avoiding traffic and obstacles.
OutRunners - Sega Genesis and Mega Drive
This Outrun allows for two players. Because of that, it always runs in split-screen, even in single-player (with the CPU playing the other car). A 16-meg cartridge.
