The American cousins see them as charming, well-educated and shockingly dissolute. Despite some successes, Eugenia is unable to achieve her objectives but Robert fares somewhat better.

By the year 2038 all of Earth's natural resources have been depleted. Multi-national corporations have taken control of the galaxy and rival companies battle each other for access to mining planets. A major battle is for Moon 44, a fuel mining operation in the Outer Zone. It is the only installation still controlled by the Galactic Mining corporation.

Moons 46, 47 and 51 have recently been overtaken by the Pyrite Defense Company's battle robots. Galactic Mining had its own defence system, helicopters capable of operating in the violent atmospheres of the moons, but it was cancelled as too many pilots died while in training.

The company sends new navigators to Moon 44 to assist the pilots. However, there is still a shortage of pilots, so the company is forced to use prisoners. Galactic Mining regards its fleet of mining shuttles as even more important, so if the base is attacked, the shuttles are ordered to leave the crews behind.

Galactic Mining hires Felix Stone, an undercover agent, to investigate the disappearance of two shuttles that went missing under mysterious circumstances.

When a car bomb detonates in Liverpool, killing family planning doctor Karen Lynott and severely injuring her young daughter Sarah, Section D of MI5 is on the case. Danny Hunter learns from one of his assets, "Osprey", that the group responsible have smuggled 20 bombs into the country. After following her, the team learn that the terrorist responsible for smuggling the bombs and killing Lynott is Mary Kane, an American pro-life extremist; she smuggled herself into the country under an assumed name and has been setting up cells across the UK.

Section D also learn that Kane may be setting up the attacks in tribute of her husband, who is on death row in Florida following a series of attacks in abortion clinics. Upon tracking the movements of one cell, the CIA pressure MI5 to extradite Kane back to the United States. Such an action will seriously hinder their efforts to find the cells and a put a stop to them. By the time Harry Pearce signs the extradition forms, Kane evades MI5.
