The Female Gokai Silver
They are both fans of superheroes and use that to their advantage to become them on the battlefield. The only major difference being that Gai's admiration was for other Super Sentai members, while Kagura's heroes were more generic.

“Ah 2014. I was eleven going on twelve. I knew about Power Rangers and Super Sentai at this point, but ToQger solidified how equally Sentai meant to me as much as Power Rangers did. If it weren't for my young self being enamored by Kagura watching the ToQger intro in a compilation of Sentai intros, I wouldn't have thought to follow the show and appreciate everything else about it.
Regardless if you think her 'kawaii' factor is off the fucking rails to the point of annoyance, she is, at the end of the day, and in her own words, strong.
